This design is basically the same as 3-1-1, but the value was changed to 3d & the colour to blue, this release coincided with the 4th Australian International Philatelic Exhibition & Congress in Melbourne, Victoria in 1928, between 29 October and 1 November, a Miniature Sheet (shown below) was also released, the stamps were printed in sheets of 60 stamps , printed in 15 blocks of four stamps as the miniature sheet below. The stamps were printed at the exhibition on Recess printer on unwatermarked paper, the stamps were first released at the exhibition on 29 October, then at Post Offices on 2 November.
